Water supplies have many advantages, however. Water supplies are similar to Wells in the sense that they provide water to housing, allowing for the most basic housing evolution. While they do not impact city health (as the manual claims) directly by providing "cleaner" water, they do reduce the risk of disease indirectly due to their ability to upgrade housing to a higher level (higher level housing have lower rates of disease). Some of the earliest buildings available, water supplies provide the essential service of distributing water to the city, allowing crude huts to evolve into sturdy huts, and common shanties to evolve into rough cottages.
